Windows 10 Enterprise 2016 LTSB can be upgraded to Windows 10 Enterprise version 1607 or later. Upgrade is supported using the in-place upgrade process (using Windows setup).
Note – In-place upgrade from Windows 7, Windows 8.1, or Windows 10 semi-annual channel to Windows 10 LTSC/LTSB is not supported.
You can refer Microsoft Docs for more details – https://docs.microsoft.com/en-us/windows/deployment/upgrade/windows-10-upgrade-paths
As per Microsoft, they create a new LTSC release approximately every three years. Each release contains all the new capabilities and support included in the Windows 10 features updates that have been released since the previous LTSC release.

1607 LTSC is supported in Oct 2021.
Are you planning to migrate to the 2004 semi-annual update?
If so, I doubt whether there is any direct upgrade path for the same.
