Hi,
If the installation failed with error code as 1603 (Fatal error) means it could various reason that installation goes failure. Given below are few reason.
Please closely check the CCMSetup.log and ClientMSI.log to get more information about the installation failed reason.
1. Reboot Required
2. Presence of higher version of same application.
3. Specific installation sequence is required for application and prerequisites.
4. Windows installer service is corrupted. In this case unregister windows installer service and register back.
5. Higher windows installer version is required, at least should 3.0 or higher.
6. Unable to edit or modify changes in registry file.
7. Insufficient access permissions.
8. Short file name creation is disabled on the target machine.
9. An install script custom action is prototyped incorrectly.
10. A file is locked and cannot be overwritten.
11. Microsoft windows installer service is not installed correctly.

Also
3. Are you facing issue with all the clients or only selected ones.
4. have you tried clean installation of sccm client manually on those machines?
Few questions
1. Is this the new environment where you are receiving this error?
2. If already environment is set up then was client push installation working previously.
So you didn’t initiated the client push from console
Or am I missing something?
I do not find any entry in ccm log in primary server for this host name
But this host name is mapped correctly to boundary groups.
then you need to check ccm.log on the site server ConfigMgr primary server
the instruction of client push is not reached client itself if there is any entry there ….
I think you need to check ClientMSI log file instead of CCMSetup.log to get the bottom of it.
I checked client.msi log and could not find any entry there on today date.
