Configuration Manager Health Evaluation Task schedular not Running

Dear Friends,
Configuration Manager Health Evaluation Task scheduler not Running and it went to Queued state.
No errors in ccmsetup.log and all 11 actions exist in client and client is active but only ” Client Check Result ” from console showing as Failed.
Impact : None of the application installing on that problematic machines.
We have around 2000 machines failing with Client check result. Is there any automation solution from SCCM end ?
Please clarify my queries
Q1) Client is active but check result failing is this also considered as unhealthy client ?
Q2) If we repair client using CPI also not fixing issue, is that expected behaviour ?
Q3) Does Uninstall completely and install client using CPI is one of solution to this issue ?
Q4) For this Client Check Result failed machines If we send any ” VBI script to start task schedular” as a package to that clients , will that application runs on these machines ???
Q5) What are the possible solution to fix this on bulk machines rather than manual fix ?
Q6 ) what could be the reason for Task schedular became queued ?
