I guess you are looking for LAPS solution to manage the local administrator passwords.
Net localgroup administrators domainname\userid /add
Powershell one liner will help
Sccm in not LAP solution. Sccm can help to deploy script to add admin account and remove .
It’s not meant to manage admin account and admin access

We have option to extend the hardware inventory class to capture the local administrator accounts on all endpoints.
