MDM is depreciated in Configuration Manager and 1602 is end of life way back. The other option (ONLY?) to manage the surface hub is using Microsoft Intune.

As per Microsoft documentation you can manage surface hub using on prem MDM feature of Configuration Manager !!
On-premises MDM with Configuration Manager (beginning in version 1602).
The best recommended way is to use Intune !!
