I know this is an old question, but it was first up on Google for the search!

From my side, we had a proxy in the way that was preventing WinHTTP / SYSTEM level communication with the various Azure endpoints. This was preventing devices converting to HybridAD, and moving into Co-Management.

The message is misleading, but it is actually correct. The workstation is not able to get a response from Azure/Intune and so the MDM URL hasnt been set!

  1. I think you will need to explain in more details …what was the migration method that you used to migrate 25000 clients from SCCM to Intune. There are different methods you can use for this migration.

    – Autopilot
    – Co-management
    – Rebuild
    – Group Policy MDM enrollment

This gives more details about the options https://www.anoopcnair.com/repurpose-existing-devices-windows-autopilot/

You might also need to share the error you are getting for those 5000 devices?
