First of all, we need to understand whether the SCCM client is collecting this information of cluster services or not?
Otherwise you can use CMPivot Query to find out this
Service | where (Name == ‘Cluster’) | summarize count() by Device

SCCM client is not collecting this information and query is not working in CMpivot
You don’t need to collect the information if you use CMPivot. If you are not getting any results from CMPivot, you might need to troubleshoot ..what is the error? How did you launch CMPivot? The clients are showing as ONLINE?
The hardware inventory is required when you try run SSRS reports.

I missed to check in default report…it is available in Services – Computers running a specific service
