    As mentioned by Anoop, BITS Throttling is what you can use and can be set in Client Settings. During business hours, you can lower the transfer rate and then go maximum after that schedule time. See example:

    Only via bits policies …there is no control available natively with sccm….

    You can probably set some BITs group policies you control that traffic
