can we do a weekly restart from intune or a bulk restart on daily basis from intune

There is no out box option available to do this. However you can create a Scheduled Task using Intune to perform this action.

Once you have everything ready for schedule task …. try converting the files into IntuneWin format and deploy as Win32 App.
