Intune Applications Gets published only if “All Users Added into Assignment

Dear All,
I am having one issue in intune while publishing the apps if I will add the All Users in the “Assignment Tab” the application gets published on the portal manager if not it will not get published on devices with specified scope devices added.
And help is grateful.

I will set this issue closed as the issue I found is with the Assignment If we have added Devices in the “Available for Enrolled Devices” as per the MS Design its not supported only you can add All users into that.

“the application gets published on the portal manager” – What does this mean – End users device – Intune Company portal you mean?
What do you mean by “if not it will not get published on devices with specified scope devices added?”
Did you try exclude scope for devices …this means
1. You are deploying to all users and filtering it using Intune Filters
2. There are two types of Intune Filters – Exclude or Include …which one you are using?

What do you mean by “if not it will not get published on devices with specified scope devices added?” (If we have not added All Users in the assignment tab it will not gets published)
