Windows update failed


we are having windows 10 system patching with Intune and observed that random users system is not gettting update and seeing error “
We couldn’t connect to the update service. We’ll try again later, or you can check now. If it still doesn’t work, make sure you’re connected to the Internet.”

Also notcied the windows update servers was in manual stop state.

Kindly suggest if Windows update should be always started state or it start as on demand by System ? How i can find such issue systems in Intune ? Do i need to apply GPO or Intune policy to always system in started status ?
